 Delete all material and insert:                                                                    
  "Sec. 12.05.020. Criminal jurisdiction.  (a) A person may be                                  
 prosecuted under the laws of this state for an offense committed                                   
   (1)  by or against a resident of the state while aboard a                                        
 vessel that originated in or is bound for the state; or                                            
   (2)  on or against a vessel owned or operated by the state.                                      
         (b)  This jurisdiction is in addition to that provided by                                  
    AS 44.03 and any other jurisdictional basis expressed or implied
